Open Question: If we signed a contract to buy a house, but the contract doesn’t state “pending financing” are we able to ? Open Question: Could i make it happen?

6 people live in this house and we all use far less than the average amount of water... but because of our classification as a "single family dwelling" we are charged more. I'm not sure if this is correct or if the (02) specifies 2 residents.
