Open Question: If we signed a contract to buy a house, but the contract doesn’t state “pending financing” are we able to ? Open Question: Could i make it happen?

I have told my landlord about it on more than one occasion and still nothing has been done to fix the problem or to get rid of the mold. It is a major health concern for me, my 5 year old daughter, and my boyfriend to be living with so much black mold growing all around us. Since my landlord seems to have no desire to fix it, is there someone higher up i could go to within the city or county that i should contact or notify to get this serious problem taken care of? I've tried bleach on it and it just keeps coming back. If i was to not pay my rent until it was taken care of would it cause me to get kicked out? SOMEONE PLEASE HELP!!! I'm out of ideas!!!!
