Open Question: Moving while claiming jsa and housing? Open Question: Can I buy a foreclosed house without a real-estate agent?

My mother and brother recently moved back to Ohio from Indiana and applied for housing at ZMHA government housing. She was turned down because she owed them $30(no big deal we can pay that) and they said that she had complaints on her when she lived in housing before(2003). Any complaints that were made were because of my older brother who had lived with her and won't be there this time. It's just her and my little brother. She's staying with me right now and has been since October, and my landlord said she could stay for a month, so I really need her out. I'm fearing for my own home right now. Please help me with any ideas to get her back in the good graces of housing! She needs it and I need it even more!
