How much to i have to pay for the course, who does it, how long?

I know people say go check the County Tax assessors office. But I don't know which counties he lived in or owns properties. All I know is the name of the person. How do I find what properties he owns? Are there any good monthly paid sites, any one knows?

How much might I expect to pay for a down payment on a house that's worth about $750,000 in the Vancouver, Canada area? (lower mainland) I'm thinking 10 year mortgage sorry, i meant to say 20 year!
